1) load the dxf file to qcad
2) print the shape to file will produce postscript.
3) convert to *.pcb with the utility pstoedit
4) import to pcb with 'load-layout-data-to-buffer'

Most CAD applications can export to postscript. So you may skip the first 
steps.
