PCB should at least add pins and vias to otherwise empty copper
layers.  It may have code to avoid this for the outline layer, but
that would have other stuff on it anyway.

I'd hate to pollute someone's design files for the sake of a buggy
program; the user can simply not run gerbv on that layer if it's a
problem.

So I say "let gerbv worry about it".
