Seems a shame to add code to munge the input like that, especially since
it is to work around a (not so disasterous) legacy behaviour.

I figure that if people upgrade to a new PCB, they may just as likely
upgrade to the new gEDA, which now emits a more modern default board -
with flags, and layer settings as per PCB defaults.
