Ok, it was a gnetlist / gsch2pcb default. I've fixed that flag, although
it did take digging in the PCB sources to work out what the correct
old-style numerical flag was.

I'm going to follow this up with an patch to pull the default gsch2pcb
board up to date with that the current PCB version emits (perhaps less
font definitions). It doesn't solve the "make PCB do it" problem, but
ought to encourage a more sensible layer stack compatible with boards
created starting with PCB.

I'm working on the basis that if any one really strongly objects, this
patch can be reverted.
