What about the eagle invoke approach?

Each symbol could have an attribute attached which explains what other symbols are bundled with this symbol in a physical device.

A 7400 quad nand gate could carry an attribute explaining, that is consists of 4 and gates and one pair of power supply pins.

This is, of course, incompatible with lightwight symbols, but fits nicely into a hierarchical symbol scheme.
