What about this: you probably have a magnet on your wheel already to measure your speed so you can detect if the bike is in move. Add a hidden button or any other means that you can tell the device you locked or unlocked your bike. If it's locked and moving, turn on GPS and send SMS every 5 minutes until the battery goes out. Won't work if you lock your bike in a long tunnel and it gets stolen and the thief doesn't leave the tunnel with your bike before the battery dies, but...
