Motif is, as well as Xaw, X11 Toolkit based, but as a comercial product lots of people prefer something free.

Lesstif appears to require Cygwin for current versions of Windows
Motif is now open. http://www.opengroup.org/openmotif/
And Motif doesn't appear to be 'Open Source' when used on Windows.
