I asked. The gcpreview format specs are not available. Since PCB itself doesn't understand stacking order, there would be no benefit to them supporting pcb format directly. At some point in the future, we should add meta-layers (mask, keepouts, plating, etc) and tagging (layer order mostly) to support such things.
