gEDA-user: PCB display works only 1/4 upon startup.

Start GTK PCB.
Draw a big rectangle around almost the whole viewport. A rectangle only
in upper left quarter of the screen will be drawn.
Touch the vertical scrollbar. Now the rectangle appears over the whole
screen.
