i had the same problem on the OSX-10.4 autobuild machine.
which system do you have?
latest stable ubuntu (9.10)
will certainly upgrade to 10.04 in few weeks...
on the autobuild machine the following helped:
% LIBTOOL=glibtool make
it does not change anything.
i realize that Gem is build, it's the plugins that does not compile...
i asked on the #autoconf channel, but nobody could give me an answer why
the wrong libtool was used (but then: all the people that reacted had an
aversion against OSX)
if the problem you are having is indeed on ubuntu, then i have no idea.
