How about a hack that does something like stick EXTRAS into buildEnv, then we could check in the eio regression to see if encumbered is in buildEnv['EXTRAS'], and if it is not, just skip the regression. Certainly a hack, but if we're not going to totally drop EIO, at least that way, we can keep the regression. Either that or stick in some hack that makes the tests code look in EXTRAS (should be easy to hard code it so that if foo is an extra, then it assumes foo/tests is a tests dir)
