Change subject: mem: Make DRAMCtrl::decodeAddr const

mem: Make DRAMCtrl::decodeAddr const
DRAMCtrl's decodeAddr does not need to modify the packet it
receives, nor should it modify the contents of the class,
and therefore both the packet and the function are made const.
