Hey folks. Networking stuff isn't my strong suit, and so I don't really know what I'm looking at in util/tap. It looks like some sort of utility program to tap into the OS networking stack somehow, and was last meaningfully edited by Nate back in 2005.
Can anybody tell me what it's doing? It's not that long or *that* complicated, but it's doing all kinds of network stuff which I don't understand. If you do know what it's doing, is what it's doing unique? Could we safely delete it and direct people to some other existing tool if they want to do whatever it's for? I don't want to take a hatchet to useful things in the util directory, but at the same time I want to find out what is actually useful, and what is just too old and too mysterious for anybody to want to mess with.
