Details - Things that can't happen speculatively, like uncached loads
or IPR accesses, generally wait until they're ready to commit to
become ready.  In theory they could be marked ready as soon as all
older instructions are known not to cause a mispredict or exception. 
Is this worthwhile?  Need to add stat to check how much sooner things
could fire, or implement it and see it it matters.
