Just to shorten things up a bit, would it be possible to somehow
just add the extra clause for HP if the other copyright is already on
there? Something like "non-commercial blah blah, and then the stuff
above too". It looks like it's basically the same text just with the
extra couple of paragraphs at the top.

We have to put the license on every file. I agree that there are tons
of files. Can you clean that up to reduce the number? I never really
understood why you had so many.
