Details - O3 in SE mode apparently lets you create thread contexts not
associated with a workload (see the code at the comment "Allocate
Empty thread so M5 can use later" in src/cpu/o3/*/cpu_impl/hh), but
there's no way to actually use those threads since in SE mode all the
thread contexts have to be preassociated with a workload even if
they're not initially active.  There's no plan to change how SE mode
threading works either, so there's really no need for this feature.
