It depends on which workloads you are running. This instruction is primarily used in workloads that contain self-modifying code. The kernel definitely uses it during its boot process; when it is being loaded into memory. If you're using CPU benchmarks such as SPEC or PARSEC you aren't likely to see it being used. If you run BBench, it will be used heavily. Unless you're doing research in this specific area I wouldn't worry about that instruction not being implemented.
