Nit, probably suitable for RFC Editor fixup:
In section 7.2 it says "information field with bit/byte stuffing, frame relay header removed, and FCS removed ." I am quite certain that the intention is to remove any bit/byte stuffing. I would suggest: "information field with the following components removed: bit/byte stuffing, frame relay header, and FCS."
