Regarding your comment on when to use Info Packages: the idea is that we want to have as few restrictions as possible. For that reason, when an Info Package is registered, the expert reviewers are only supposed to ensure that the package does not break the SIP protocol. They are not supposed to comment on the usage of the package as such. The reason for this is that, in the past, people have specified their own usages of INFO, without informing IETF about it.
