They are the Robust Remote Encoders instance tracking IDs
In the latest RC3 they are organized under their own directory as not to
clutter the "root" dir.

You can safely delete them after upgrading to RC3.

That's caused by spiders following request links when some one actually 
makes a request.  If you go to the requestlist table you can view the IP 
address of the requester.  It generally will resolve to Google or other 
search engines.
