The answer to this question fully depends upon the mp4 format you are talking about, currently there are about 6 different container formats using mp4 as an extension. If you are talking about the popular iTunes mp4 extension, then for the most part these are DRM'ed files, though iTunes is now selling non DRM files but those are not as popular or a widely seen.
Regardless of the format SAM cannot play DRM protected content.
