I wrote a little app called DNASmon which can monitor up to 5 shoutcast servers and will throw an email when it detects an issue. It checks every two minutes. http://www.2ngradio.com and click on software. It's a freebie and recently released. I do have an update due in the next few weeks but otherwise it'll help a bit if you're using Shoutcast.

Can it detect if the stream is buffering occasionally? I would think it would have to monitor constantly for that.
