It is a bug, and Paul Nelson admit it. See http://www.microsoft.com/middleeast/msdn/JustifyingText-CSS.aspx . It does not mentioned anything on how to aviod the tatweel expansion. Plus, I don't think most people will have time to carefully do it when preparing the document. Regards.
