Main Jakarta website changes have been completed:
* Posted ECS retirement news item / announcement on Jakarta site
* Removed from subprojects list in LHS site menu
* Moved from subproject table on home page to table on retired subprojects page
* Updated mailing lists page to note that ecs-user list is expected to be
closed shortly
