Template Board Resolution." [1], it's more about a TLP than a "sub project": 
notice the RESOLVED parts
Do we really need to submit a board resolution to move a codebase to Attic, 
while the PMC is still remaining?


"project" term is really confusing: sometimes it's a TLP, ie a PMC, sometimes 
it's a "sub" project, ie a codebase.

Another case: XML TLP has been retired, which is not directly visible in 
Attic, but Attic displays Crimson and Xindice XML sub projects.
And there is the case of some Axis sub projects that are in the Attic while 
Axis TLP is still alive


But for sure, Attic can help an active PMC to move one of its projects to move 
to the Attic
