http://attic.apache.org/process.html describes the process. Not all of it will
apply to a product (rather than PMC) being retired so you'll have to pick and
mix a little.
The best place to start is to make sure your users are aware, and to create an
Attic page to describe Axis1. If you'd like to post the content for the page,
I'm happy to do the Anakia work.
