For the old Umbrellas, retiring a subproject to the Attic has been
something we've done; while the more 'modern' projects make sense to
deprecate within the existing communities.

DDLUtils - I could see be handled either way. Jakarta used to have a
retired/dormant section, but that was partly as a precursor of the Attic.
When Jakarta retired, we merged it all in.
