for sure, giving Infra (or Attic PMC, why not) an ATR easy way to archive a 
TLP's past releases would drive by the semantics of "please archive TLP", 
instead of ATR trying to guess the fact that someone moved content in svn:/dist 
to mark it Attic'ed
