I was meaning to draft a more thorough introduction to
the LA Technology Initiative for BRLUG, but since I
just received the following, I thought that moving
quickly was essential. Please read the text of LA
Senate Bill 455 at

The bill basically provides for the creation of a
single office for IT for the state government.
Currently, every department in the LA state government
has its own IT department, which leads to a lot of
wasted tax dollars in duplicated effort and
incompatible standards. I encourage everyone in BRLUG
to e-mail the legislators below and voice your support
of SB-455.

Get involved in our future! There are many efforts
happening around our state to better the environment
for IT in LA. As a LUG in LA, we are posed to become a
major voice in the evolution of free|open-source
software in LA.

tomorrow -- Tuesday -- afternoon at 1:30. In my view,
this bill is one of the most important bills up for
consideration in this session. Without it, the CIO is
a figurehead with no real power to drive standards --
and therefore efficiencies -- through the IT structure
of the Executive Branch of state government.
Without this bill, state government will never be able
to begin reaping the efficiencies that private sector
companies as well as other state governments have
achieved using Information Technology. Without passage
of this bill, the CIO will have no ability to drive
the process of streamlining the state's procurement
practices. Without this bill, the state's IT Tower of
Babel will continue to fritter away taxpayer dollars.
Please e-mail the members of the Senate & Governmental
Affairs Committee, expressing your support for SB-455.
If possible, attend the committee meeting as well. I
realize this is short notice, but this is also a
crucial bill. I'll be there.
