Yup, that's the correct story.

For those who don't know what QT is, it's a set of
programming libraries for drawing window objects:
buttons, window frames, etc. TrollTech, the company
that wrote QT, originally put it out under a software
license that wasn't GPL compatible (source code wasn't
open). So, the Gnome project started because of that.
Since then, TrollTech has release the QT libs under
another license that is GPL compatible (I think).
