Two ways to enable it:

easy way:
run ntsysv, check [ ] swat
 (make sure xinetd is also checked)
then type: service xinetd restart


only slightly less easy way:

edit /etc/xinetd.d/swat, change
        disable         = yes
to
        disable         = no

then: service xinetd restart
