SWAT is it's own light-weight webserver bound to TCP port 901. This means that it runs independently of any normal webserver (Apache, etc) running on port 80 (which almost all normal webservers run on). The best bet is to follow Tim's advice and make sure it's not disabled in xinet.d. If all else fails, remove the package, and reinstall it. If it's an RPM, "rpm --erase swat", then mount your Linux CD and "rpm -i swat-x.x.x". Double check the xinet.d settings to make sure it's enabled, then try again.
