Tim:
     I have had a problem much like that when mixing 10/100 equipment
due to negotiation issues.  I have also seen scans cause that sort of
problem.  Are you using a router with nat as a firewall?  If not, you
provider could be scanning you for servers on port 80 and locking you
out.  Try putting the TiVo behind a firewall.
