Me too, and this person has no problems so far.

Sure they can, with any decent port scanner, or just sniffing the traffic going 
to your IP.

Probably all you need to do.

Something else you could try is to detect port scans coming from Cox and drop 
those packets. In other words, stealth your machine to Cox's snoops. This won't 
stop the determined sysadmin, but I imagine they won't get determined if the 
amount of traffic is small.
