As far as I know you can run a server with Cox, but just put it on a
different port. They block certain ports incoming, like 80 and 25.
If you move your webserver to a different port they probably won't care.
It's just that by using a non-standard port they'll feel fairly comfortable
that your website isn't a main stream site used for comercial purposes.
If you do want to do that, then I suggest you find someone to host the site
for you. But if all you want to do is play with apache and try to host your
own personal site, then just use a different port and don't sweat it!

I haven't tried again in a couple of months, but I had to move two not so 
important services to different ports. SSH and FTP. For some reason those
two ports were/are? being blocked by cox. I moved the services to a
different port and I'm back in business.
