I had luck on reasonable hardware with OpenBSD/IPSec. It can be configured as a NAT/Firewall/Router, etc. pretty trivially. At speeds up to about 15 Mbit, common hardware does fine. If you have questions about my setup let me know.
One more thing - avoid the Symantec VPN boxes at all costs!!!! they blew away the ARP tables on my servers. Had to go around and manually clear the ARP cache on all of my servers.
