Planned, yep, that's what they called it.  I've seen that in other regulated 
environments too.  

Cox's DNS sucked eggs too.  There used to be some nice DNS on LSU's campus, but 
I've solved the problem myself.  I've run BIND and a more appropriate caching 
server, dnsmasq, with good results behind my firewall.  Do a google search for 
LSU and DNS and see if that does not solve your problem.  If you have a spare 
machine load it up with dnsmasq and point it to LSU or wherever and point all 
your local machines at it.  The world will be much more responsive that way.
