Actually, I noticed a huge load on the processor at loads as low as ~10 
mbit when investigating IPsec on relatively current hardware (AMD 
XP1800+).  In fact an old PII machine would probably have a hard time 
keeping up at sustained cable modem speeds (~1.5-2mbit, or roughly T1 
speeds).
