Well even for bellsouth you have to go to the business plan to 
get a 
static ip! atleast that's what they said when i signed up. But usually you 
can get around most of these crappy terms these isp's have. besides you 
won't be using more bandwidth right?. 

                well here's what's happening elsewhere. most of the ISP outside 
US 
mainly in asia have something called as  a download limit! Back home in 
India i am paying roughly $30 per month for a 64kbps "broadband" internet 
access with a 300 MB per month download limit! can you believe that. 
Atleast here in the US the ISP are somewhat regulated and there is some 
competition that keeps the costs low.
