No, Cox does not let you have fixed IP outside "business class service" in 
Baton Rouge.  They let me hold onto a static IP when they took over from at 
home, charging just a little more, changing the address at least once in a 
year, crimping the service and finally doing away with it.  By the time they 
killed the service, I was paying $65/month for a static IP to my residence that 
was not really static.  The cheapest BC is like $75 and slower than a dial up 
modem.  They are forced to do stupid stuff like this by bigger fish.  It's 
going to cost them more than they will make.

The good people at the CCCC tell me that they can't even use their BC 
connection to send email except through Cox smtp server.  What junk.
