Alvaro, Instead of Gimp, I would use ImageMagick. Gimp is kinda overkill for what it is specified, and ImageMagick already has builtin functions to do what is listed. ImageMagick is more of a toolset or API for manipulating images in many different programming languages. See http://www.imagemagick.org for more info.
If I were to do this, and I'm not volunteering, I would use ImageMagick for the image manipulation, Tc/Tkl or GTK for the GUI and Python for the glue language. Not how the payments would be handled, but I assume that some card carder reader API exists for C, which could be called from Python. You would need Internet access to verify and charge the card.
