Wasn't it Yoda who said "Be afraid.  Be very afraid."

For a customer or licensee in Louisiana, this sounds neat.  It could let 
you sue in LA under LA laws, instead of CA for example, or in whatever 
jurisdiction had the most user-friendly laws.

For a developer outside Louisiana, this would not be a good thing.

For a developer in Louisiana, it sounds like it would probably apply to 
customers outside Louisiana who wanted to sue you - in whatever 
jurisdiction was most favorable.  Therefore, this would not be a good thing.

However, I am not a lawyer -- these are just my ideas of impacts.
