To me what the government should be doing here is to create the means by which local businesses can provide all these services to local consumers. Build the network, lay the fiber, get the agreements made, ensure quality of service, make enough money to pay for the initial investment, then get out of the ISP business. In my opinion, LUS's end goal should be no more than being the owner/manager of the physical wiring, renting out strands of fiber to the companies that provide the services and maintaining the interconnects.
