Besides, what constitutes a server nowdays is getting hard to define. Anyone who participates in a P2P network is running a server. When you host an on-line game like HalfLife2, you are running a server, etc, etc. It should instead come down to paying for bandwidth used. Since most broadband users have static IPs or at least static MAC addresses, I can't imagine it would be that difficult to keep track of bandwidth used on a per customer basis.
