Perhaps not, but can you do text replacement keyed off of regular expressions in pico/nano? Execute a shell command (such as running the script you're writing) from within the editor? Is nano installed by default on every *nix box? I used pico for years and years, even after I became a sysadmin, but made the switch back in 2001. I spent one torturous week trying to learn the basic commands in vim, and tried to go back to pico at the end of the week, but found I simply couldn't go back to such a useless editor.
