The particular instance I used this in was the last time Norco flooded 
out...like last year, or the year prior, and a guy left his laptop in 
the trunk of his car, which got flooded.  Granted, it was a long-term 
flood like that of Katrina, but it was definitely still wet by the time 
I got to it.

The process worked for me...after allowing ample time to dry out.
