All that matters is that they can.   We need to check other things to be sure 
they are not throwing the results.  A lack of RST packets today would 
correspond to greater download speeds or a shift in techniques.  Now that 
ISPs know that people are looking for RST packets, they can try something 
else like dropping or vandalizing packets.  

I'm also reasonably sure that this list and my activities are monitored.  
Twice, publishing on this list has lead to a drastic turn around for my 
efforts at LSU.  You all saw the crude smear attempt a couple of years ago 
when someone confused me with Slashdot users Twitter and Eris.  I imagine M$ 
has a file for me and that local representatives talk with each other and to 
Cox and LSU based on my communications here.  Yes, it's laughable that a 
multibillion dollar company would feel threatened by something like this,

but I can not explain things any other way.  

Smear is effective it seems.  I've made a simple inference from well reported 
observations and published reports.  Several respondents told me I'm wrong 
without reading supplied links or digging further.  Shannon is the only 
person to have made an independent observation and I'm not sure he gave it a 
fair chance.  Make people afraid for their reputations, divide and conquer.
