The cameras themselves are DOS based? That helps explains why it does not work well, but it also means that it costs even more than it should. Republicans use GNU/Linux for their email systems, you would think DHS cronies would be bright enough to cut Bill Gates out of the deal and keep all the money to themselves. :)
