Right, GPS is a different frequency band and no repeater is going to handle that band ... (thinks but wouldn't a GPS repeater be "interesting" to play with?).
I think you have to look at the building construction and figure out what frequencies they actually need to get into the building. It may turn out to be much cheaper to give everyone new phones than actually fix the problem.
