A thesaurus is a reasonable approach. I see a list of language differences maintained here:

http://www.peak.org/~jeremy/dictionary/tables/spellcat.php

It wouldn't take long for you to convert that to XML. You should prob contact him for permission. I'd be happy to check in such a thesaurus to the site here.
